Holders of foreign university degrees must include a certificate assessing their qualification or recognition with their application. Inquiries regarding this matter can be directed to the Central Office for Foreign Education (ZAB) at the Secretariat of the Standing Conference of the Ministers of Education and Cultural Affairs (www.kmk.org/zab).
